US Rep. Lieu had ChatGPT draft legislation

Washington, 1/30/2023

US Rep. Ted Lieu, D-Calif., has introduced a bill authored by OpenAI’s ChatGPT directing the US House of Representatives to shift its focus to AI. Lieu said the non-binding measure is the first federal law to be authored by AI.

The resolution, introduced on Thursday, emphasizes the responsibility of Congress to ensure that AI remains ethical, safe and respects citizens‘ privacy.

To create the text of the law, Lieu challenged ChatGPT with the following sentence: “You are Congressman Ted Lieu. Write a comprehensive congressional resolution expressing your broad support for Congress to focus on AI.”

The move comes days after Lieu wrote an op-ed for The New York Times arguing that AI needs to be regulated and that the US government should set up a special federal agency to oversee the process.

Lieu promised to introduce legislation to establish a bipartisan A.I. Commission that would propose ways to structure this federal agency and decide which AI technologies should be regulated.

„We can use and regulate AI to create a more utopian society, or risk untested, unregulated AI propelling us into a more dystopian future,“ he wrote.
