China: Generative AI rules done- looser than expected

Beijing, July 14, 2023

The news: China has finalized its generative AI rules, taking a looser approach than a draft law released earlier this year.

Under the law, Chinese platform providers offering generative AI services to the general public are still required to obtain licenses to operate. The regulations also ban “illegal” content and require AI providers to stop generating that content, make improvements, and report the issue. AI-created content would also have to “reflect fundamental socialist values”.

The final rules, set to go into effect on August 15, are said to be „interim“. The changes from previous drafts suggest China is more willing to support AI technology while prioritizing security.

China ranks 17th in the world for “AI readiness,” which measures how prepared the country is to integrate AI into public service delivery. As China was among the first countries to introduce regulations, it has the potential to continue to climb the rankings in the future.
